Yes, the depth of field is positioned as to create a more interesting shot. Learn2Photography.

Using Paint.NET: Select the eye region. Go to Adjustments > Curves Play with it until you get any bright color. Go to Adjustments > Hue/Saturation Drag Hue around until you get your desired color.
