yes, it can.
it's because mineral oil doesn't conduct.
i wouldn't dip the DVD drive though, unless you like slimy dvd's.

I think it was either once every 6 weeks or 6 months. It takes away the sound of the machine, and you don't have to clean it (fans).

mineral oil doesn't, because it's made from minerals (in other words, rocks), veggy oil does spoil and get conductive though, so stay with mineral oil.
and, no i don't want it, with my DIY skills... and the fact that upgrading is very hard is one less reason for me to do it.

I would think the lead from the solder would eventually erode and make the mineral oil conductive...

run for 12 hours then takes 8 hours to get back down to room temperature, so that design holds the heat in the oil without a radiator or at heat sink,
if anyone did build one of those it should at least have a heat sink with lots of fins poking into the air to help cool the oil quicker and a pump to circulate the oil to speed up heat disperal,
it would weigh a lot more than an air cooled pc so would be a lot harder to move and repair or upgrade,
I mean to change a video card would mean instead of just taking the side of the tower and popping in a new card you would have to take the whole pc out the oil, drain it and still have to mess with the oily slime to put the new card in..
and as for looking cool, well it might impress your mates for a day or two then they will get over it
