In the error what does it say?

When i got delphi I had to download alll of these .NET things to install it. Maybe you need to do the same....?

Its not a .NET Framework problem. Its an installation issue.

why get

Visual C++ Express anyways all it is really is just a fansy notepad with C++ SDK's download the SDK's I can give u SDKs if u want

then get a C++ editor like ...... my favorite is
CPPIDE

only downside it has no Resource editor for MFC but then again Visual C++ Express doesn't have one either!! it only has one for Managed C++ aka .NET Framework C++

anyways CPPIDE is my favorite it has visual basic 6 style debugging as well (red dots) for breakpoint

if you want resource editor get
Microsoft Visual C++ 6.0

its since the only thing microsoft made thats useful.
