| Actually, it is very easy to find a free hoster with php. I gave 2 links on the first page, both listing a bunch of hosting companies, almost all with php enabled (I think all have php enabled actually though).

Okay cool. They have PHP. But if you do not have MySQL, you cannot make a registration script.
Most webhosters that cost money dont even give you a good amount of MySQL databases... It makes me angry. I just setup Apache2 PHP and MySQL on vista in about 10~ minutes. It shouldn't take anyone else more than 30 minute.

For a registration script, you will need some more aspects. Like the people above me said, you will need an SQL database (Most likely it will be a MySQL db) which isn't given in free hosters. If you are thinking of going to a real hosting company (It seems like that would be the best idea for you), I'd recommend 1and1.com. They are pretty cheap, and have a nice, simple setup.
As for the registration script, I'll see if I can make a quick one and try and comment it for you. If I manage to find time to do it, it will take a little longer, so just check in this thread to see if I posted it 
P.S. - That site you gave only gives an input field (I think, just a guess. I didn't look at it). You can't get a php script from a site unless they give it out in a download. Making one like theirs would be hard because we don't know what theirs is
