Nope, just don't want to overheat.

I'll just make sure the PSU has one of those coolmax fans,

And I'll run a small fan next to it.

2.66 Quad Core,
2 9800,
XFX 680i Motherboard,
3 GB RAM or 2, I know both work with 32-bit.

Vista Ultimate?

Vista Home Premium, Ultimate is full of useless shit. Premium is better than basic because of Windows Media Center, which is really good (IMO).

As for the liquid cooling, its up to you, but it could get kinda expensive?

It's perfect. Just need to tweak it by disabling a shit load of processes, which wouldn't be a problem.

I'll probably get that in like half a year, since my dad is pissy about my wanting to upgrade since I just got the new card about a week ago >.>

Confused By the time you are ready to buy, new technologies will be out, so planing right now is useless.

Vista on 512MB = bad idea, if you want it at least wait until you have a new machine with more RAM. The disc you buy with Vista will have both the 32-bit and 64-bit versions on it so you'll be able to decide then which works best for you. Currently 64-bit is almost useless for the average user due to little software support, but by the time you build it may be worth considering.

He meant RAM on his Video Card? Unless his actual RAM wasn't stated on OP.
