if you have a vista put it on best performance and lower the graphics and you see that you have windoews vista start up bar but it to windows 2000's start up bar so it runs faster and keep on a crappy backround like a its only blue or a shade of green.

Aero is accelerated by the GPU, classic look as far as I know, is not.
Flash is limited entirely by CPU power pretty much. It's getting multi-core support though soon.

you could of course upgrade your system.
it could also be your internet connection, you can upgrade to a new connection.
if you get internet through a USB converter, then make sure you got USB 2.0, otherwise your internet connection will be bottlenecked by the crappy USB.
my sister for example, has a 18 mb/s internet connection (shared with mine through a router) but uses a converter and crap USB 1.0, which brings it down to about... 1mb/s |
why would his internet connection have ANYTHING to do with how well his computer can run a game?

get better cooling like fans and a new cpu fan and overcloak you cpu 
i did it and i saw the difference
