Clearly you know shit, get the fuck out you little poser.

You need basic knowledge of HTML. If you wish to create a dynamic website you need basic knowledge of HTML, PHP and preferrably MySQL, but the last one isn't a requirement (but it will make your life easier). You can setup your home computer to serve as a webserver by rerouting ports in your router (point port 80 to your computer) and you need to install Apache with the PHP module and mysql. XAMPP is a good way to easily install everything you need. I advice you to use dreamweaver if you know nothing about HTML. For further information I point you to google using the information I gave you, I am busy and thus in no position to help you further.

Good luck,
Ani

I recommend download HTMLPad 2008
if you don't have admin access, google HTMLPad 2007
if you want one that is fucking simple, but still shows correct syntax, look for something at http://notepad.com
ALso, try notepad++
google it.

margin: 0px auto;
text-align: center;
border: 1px solid;
border-color: #000000;
}
</style>

<div class="randomStyle"> ERRO ARS! </div>
