I recently started learning C myself so i can probably help you get started quite a bit
As you know, to start you are going to need a compiler, now the best compiler i have found is made by "Bloodshed Software" and can be downloaded for free from:
http://www.bloodshed.net/devcpp.html
I am currently using the BETA release of Dev C++ 5 and have had no problems, although it may be safer to use Dev C++ 4.
Once you have downloaded your compiler, i recommend opening it and just having a look around and getting the feel of it, because if you are serious about this, you could end up looking into that program for many hours to come
The next step is to start learning, there are loads of free resources to help you learn C++ online, although i would still recommend getting yourself a book, now the advice i was given when selecting a book is to stay clear of the "For absolute beginners" or "In 24 hours" books, you need to get a big, fat chunky book The book i have been reading is written by a well know author called Ivor Horton, the link to the book on amazon is below:
http://www.amazon.co.uk/exec/obidos/...294063-7546022
I believe that is the first version, i have the revised edition however i can't seem to find that on amazon right now
Anyway, a book isn't necessary it may just help. There are many resources for young c programmers to be, some of which are:
http://www.cprogramming.com/tutorial.html
http://www.cyberdiem.com/vin/learn.html
http://www.programmingtutorials.com/cplusplus.aspx
I hope this helps and gets you started and on your way

Can't you have your eyes opened big, big and WIDE big to see that there's an "General Programming" section?

well at least its in the tutorial section which is near enough,
a mod or admin can always move it to the general programming section if they see fit,
still a nice effort on helping people learn C++ 504Dice
