You can define local functions as well, to isolate them from other scripts. There's nothing wrong putting them in your main lua script but the user may choose not to run that, compared to a header script, etc.

Syntax highlighting can be done with a text editor like Notepad++ and I'm sure there's plenty more. Not sure about highlights directly in CE though.
