Is it possible to mod a Lua script into a game?

Say I used Lua to draw an enemies health on-screen and certain other values you wouldn't know otherwise, but it only worked if I loaded the Cheat Engine table and activated the script. Would there be a way to turn that into a mod that could be toggled on or off with an executable? I'm of course imagining something like the old Grand Theft Auto III installation packages, and Command and Conquer mod menus, that sort of thing.

I'm not necessarily wanting to do anything that requires images or any other type of media.
