If not process selected or some processes it looks ok

But when some processes selected(eg. is factorio but satisfactory and more games with same thing) CE begins to eat CPU more then game itself and its constant until detached

i dont think this is normal, so the question wtf?
CE 7.1(but 7.0 and 6.8.3 the same), Win7x64, no anti-virus software, no viruses, no tables loaded

That's normal. CE is parsing the structure information in the background. This is done using a single thread, so likely you only have 4 cpu threads in your system.
You can lower the priority of CE in the taskmanager if it is an issue for you, or wait till CE is done

i dont mind if it do this only some time. but not all the time it's attached, literally for hours. it's little bit too much
yes i have 4 cores cpu
so its normal behavior?

It's normal behavior. factorio is a large game so it will take a while to process it all in the database which it writes to the temp folder of windows.

But once it has fully processed all symbols it will take a lot shorter next time. (of course stopping CE before that is done, or letting something clean the temp folder, or having the game update, will cause CE to restart from scratch)

can be that process restarted by game change its data(eg. game chunks load and etc)?

no, only the .exe file date is checked

upd. checked it over time. 2.5+ hours still "processing". temp directory untouched.
