After I launch cheat engine setup (as admin) setup task appears in the taskbar for a split moment and disappears immediately. There really isn't much info on why this might be happening given how the setup acts, and thus I have to turn for help here.
I have Kasperky antivirus, which I disabled before the setup. It takes full control of the windows defender/firewall, so when I disable protection, there should be nothing else holding it back. I've installed other applications that were deemed dangerous by my av before successfully.

As far as I know everything is up to date. Running windows 10 (the free version), x64. I tried older versions, same problem.

If you have badlion uninstall it and restart your system (don't shut down and back on actual restart)

Also, kaspersky can not be deactivated in ce's case, it's impossible(it's a kernellevel block for ce) Even if you 'deactivate' it it will run in kernelmode blocking CE
You need to uninstall it completely

or i guess you message Kaspersky and beg them permission to allow you to tun CE

I uninstalled kaspersky, firewall was still off after restarting PC, no change. I also don't have anything badlion related on my system.

Installing in safe mode didn't help either.

you did an actual restart? Because windows 10 fakes a shutdown and will load the kernel including all the hooks at the time it got shutdown

execute driverquery /v > bla.txt and upload bla.txt sonewhere

Then we can check what else can be blocking it

What is that exactly? cmd doesn't take it, a bat file just returns an emty .txt, and I'm not seeing anything obvious if I google that command. I did shut down pc completely. And I also failed to meantion that the first time I ran the setup there was some progress, I pressed next a few times and it crashed, and now it crashes as soon as I open the setup, can catch a glimpse of it for a split second in the task bat.

I had already updated all my drivers with a program that searches and installs them for you.

I'm not sure. There is still parts of kaspersky installed, but not sure if that's big enough to interfere with your system

In the download page on the ce website you can also find a version without installer. (missingsetup) see if that one starts once extracted
