you could modify the key values in the game's memory directly. simulating keypress from other programs e.g. CE, AutoHotkey etc. might result in issues with synchronization or lag.
if your game supports controller you can search for the directinput or xinput memory locations and when you want to send a key just modify that memory location.
just hold the key, pause the game executable from CE using a hotkey or mouse if your game is in windowed mode, and scan for unknown value. release key, scan for change. repeat until you have only a few left. you might not be only left with one so try and test writing the remaining few locations to determine the one.
