How do I cheat?

Sorry if this isn't the right subforum for this, it seemed like the best one for my issue.
So as the thread title says, CE simply won't install. When I open the installation .exe, it automatically closes after about five seconds. No error prompt, nothing. I've tried rebooting the PC and I've uninstalled all previous versions of CE, and the install .exe is the one from cheatengine.org
I made sure I don't have any antivirus running or anything else that might interfere with installations, but it still just closes on me. I've also tried running it as admin.
I'm running 64-bit Windows 7, if that makes any difference.

make sure you have no online games running and try rebooting your computer
how big is the file you downloaded?
Rightclick the file and go to properties. make sure it has a "digital signatures" tab and that it has at least one "Cheat Engine" signature

I closed every non-essential application just to be sure and I've also rebooted, still no luck.
The file is 11,193 KB and it does have the Cheat Engine digital signature. I should probably mention that it's CE 6.5.1 that I'm trying to install, apparently the game I'm trying to use it for requires that version.
I also tried installing older versions of CE to check but they still provide the same issue.

in the file properties, under general, there may be a text "This file came form another computer" and an "unblock" button.
Try clicking that and then apply.
Or try http://cheatengine.org/download/CheatEngine651NoSetup.rar and extract it somewhere

I noticed the unblock thing earlier and did it but it still immediately closed when I tried installing.
The .rar you provided seems to be working so far, but I had to download 7-zip for it, winRAR was giving me errors and wouldn't open it.
Thanks very much for your help and thanks in general for all the work you've done on CE. CE has made a lot of games so much better for me in the past
