It was mine in the will unless I sell it (in which case I get 1/3 of the muni)

Closing valves could help with heating bills. Just heat rooms which you use.

yeah most vents are fucking loose requiring you to go into them and seal them another way. and then sometimes its still fucky and you have to reroute the entire vent system away from those rooms. and then sometimes your ac/heater isn't as efficient as it should be and you need to seal your house up.

In eastern Europe we mostly use radiator central heating system (not sure about the rest of the europe) which is more energy efficient and closing down radiator valves can save you tons of money.
