it's an abandoned page of mostly dead/abandoned links. some choice things still work to a degree but it's mostly a warning at this point that you're not in kansas anymore, so to speak. everything there was once probably alive and well before it was listed but if you were able to find it with no knowledge of what you're doing and 5 minutes of aimless browsing, no it all probably isn't legit.
in short, the concept is very real but the leads on it you think you've found are brick walls

if the normal internet was a good community, possibly gated, with minimal crime and a security patrol on every block, the deepweb would be the worst parts of compton. just because it might look sort of similar at first glance doesn't mean there isn't a whole underworld of stuff you aren't aware of going on all around you that you won't be a part of unless they specifically desire
anything too good to be true is abandoned and/or a legal trap
