I only know mkisofs on linux

dd if=/dev/zero of=vmdisk.img bs=1 count=0 seek=1474560
mkdir iso
mkdir iso/boot
cp vmdisk.img iso/boot
mkisofs -r -b boot/vmdisk.img -c boot/boot.catalog -o vmcd.iso iso/

First expand the .img to a compatible size (dd)
And then build the iso

You can expand img file with HxD
Open img file, press Ctrl+END, from menu edit -> insert bytes, type 150000 hex,
now press Ctrl+G, type in 168000 (hex), press Ctrl+Shift+END, press Delete, save file.
(note: offset relative to "begin")
ImgBurn
from menu: Mode, Build
