To be honest, a 13.2KB file doesn't seem big enough for an image.

Probably a virus. Changing extensions does not change the file content. So those aren't really image files, somethings accessing the file when you alter its extension, or they are encrypted. Check if theres an encryption service turned on or installed such as bitlocker or truecrypt and so on.

Is there any hex viewer/editor preinstalled on windows? If so, grab the first couple bytes of the file and post it here along with the supposed extension(s), I can look to see if the file header matches a standard jpg file header.

Thats not an image, lacks the FFD8 header basic to any JPG format.
