Do you actually realize that it is all about budget?, USA does have very talented voice actors but they are almost never paid to do voice over dubs.
Japan having the huge industry of anime haves much more voice actors and animes are often released by big companies that spend way more than USA companies do on the voice over of that animes.

Well in anime that is partially true because you are comparing ppl who studied and performed to voice animes for over 10 years ( the japanese example ) with ppl that is just 2 or 3 years in the voice acting industry.
That is why you don't know any American voice acting company. If you do watch anime regularly you know that there are 2 BIG voice acting companies and even not going for the companies themselfs but many ppl that watch anime also have their favorite voice actors/ actresses.
an example for that in USA would My Little Pony, Hasbro got really talented voice actresses and when you hear other language dubs they usually can't be compared. The English voices are way better.

about ghost in the shell well the english dub I'm hearing right now is not half assed as many others I have heard but still they are a little monotonous. I have not compared it to the japanese one though.
I really doubt it haves bad voice actors since ghost in the shell was a big budget anime but it can happen sometimes.
There are quite some animes with bad voices actors ( japanese voices ) too.
my point is almost always dubs of animes to english are bad. sometimes they are not bad but they are never good. Being good meaning that you can actually say that the voices are expressive and fit in the situation of the scene.

again, an illogical argument. someone in a business for 10 years can make just as bad a product as someone in for 2, and someone in for 2 can make just as great as for 10.
and again, studying? really? this is another bullshit point. hundreds of people can and have been very successful without any formal education whatsoever, or after abandoning formal education.

i had to read this about 3 times to decipher it. i could watch 500 animes yearly and have no idea what fucking voice acting companies do what, so i don't see what your point is.

My point here is that good voice actors used for animes in japan ofter have years and a whole career on voice acting behind them. In english dubs they just lack that education. ( This is for anime dubs and in no mean generalization of all english voice actors/actresses. There are good ones but they are never hired to do anime voice overs. )

I do know some of them, in fact FUnanimation and 4Kids are the ones I know. And you should also know how they are constantly criticized.
to your six:
you learn to know what to expect, there are big companies with a good cast of voice actors and actresses, if you see that companies participating in the development of the anime you usually know that you can expect some good quality voice acting. Same is on the other side, there are many other companies that haves regular and bad voice actors casts. You know what to expect.
To your last thing:
surely 80% is exaggerating but it is partially true. most voice actors in japan are underpaid because of the anime boom on the past decade. More and more voice actors and actresses are coming out of school and there are usually not many that jobs for them. In Japan there are hundreds of voice acting companies not just for anime but for other series, and games. But if you see of an overall of animes going out by season you will notice that there are voice actors and actresses that work on several animes at the same time. This is not because of lack of money but it is because of their talent and the name they managed to get in the industry. As an example you can see "Rie Kugimiya" which I believe is the better paid voice actress. She haves the nickname of the "tsundere queen" and haves a great voice for that rol. Usually you see her working on at least 2 or 3 animes per season and about money she is as wealthy as a hollywood star. There are many other examples like her both for male and female roles which kind of leads into an oligopoly of some voice acting companies currently having " control " of the voice acting for animes industry. This lead to other smaller voice acting companies to have less contracts and ended up in having a whole generation of seiyus to be underpaid because of lack of demand.
TL;DR: Reality is just a little more complex than what you think. It can't be explained properly without an adequate context.
