For $500 (+/- a few $), could I make a stable computer able to play a new game at low/med settings without lag?

Short answer, yes. You can build a fairly decent system for $500.

bad idea imho usually other parts are cut to the exact requirements so you can't replace shit.

Uh what? Desktops are extremely easy to replace parts in. I've never seen a company custom cut parts so you were unable to replace them. (Aside from custom builds people make themselves with strange style cases etc.)

No, he means the PSU. The PSUs with OEM machines are cut out to the exact needed power requirement and nothing more. You'll be lucky if you can put a lower profile card in there, if that.

There's iBuyPower and CyberPower but they aren't cheap..they use actual parts and not oem parts

yeah , you would be better off buying the parts your self and putting it all together, which isnt hard.
