try installing that VC++ package from some other source.

i did. i downloaded it from microsoft.
I uninstalled and install again. with a restart inbetween.

i KNOW THE PROBLEM NOW. THE VC++ INSIDE THE CD IS FREAKING CORRUPTED AND IS THERE A WAY AROUND THE VC++ INSTALL?

Redeem the CD Key on Steam to get a Steam version, which likely won't have problems.
