Asus makes mtoher boards for a lot of the other big computer companies. And they are generally quite good.
Don't blame if if I sound like a fan-boy I have 3 Asus PC's (2 laptops, 1 desktop)

USB 3 is backwards compatible. Go with a board that has USB 3.

onboard 870 chipset above basically, one with onboard 4200graphic
or intel h55 have dvi and hdmi.
alternatively, you can use dvi -> hdmi adapter, which is the same shit without sound. (easily solve by using a 3.5mm line out)

The plug on a USB 3.0 is exactly the same a USB 2.0 except for a few extra contacts. The other end will be different but you will plug that into your external hard drive so no problems there.
Some motherboard do have HDMI and there are plenty of it. All you a have to do look for it. Some even have displayport.

They won't have an HDMI input. They'll have an output.
He will need to buy a seperate PCI (or PCIe) card to be able to input HDMI. I don't see it as necessary though, unless he's trying to set up some sort of TV-tuner setup with a console running through the screen.
