There is a function in your brain that automatically does it for you, couldn't tell what it's called but that's how we can tell if something we did was in the past or present or future.

We can't.
The river of time is about a raggedy as a lightening bolt. Time stops trillions of times a day. Time can speed up trillions of or times a day. It doesn't matter to us (being human beings) because we don't have a sense that is affected by time's unconsistant flow of it's river. When time stops everything stops. Movement and thinking are stopped, EVERYTHING is stopped. So if everything is stopped, we can't collect any data to measure time, since nothing known to human beings can keep on going after time.
Though, if you want to know how we could track time, we would have find a matter/energy/living thing that can not be destroyed. The matter/ener/living thing must also have movement after time stops.

Atoms are made of matter. Matter can not be created nor destroyed so your point is invalid. Back on topic, Time is a dimension as well, it could be implemented into our brains so that we are aware of this, but I wouldn't know the real reason for sure, as I am not a scientist, but just someone with a decent amount of knowledge.

Also, That is untrue, at least in your universe. Time in our universe can only go one way, which is forward, so technically we live in 3.5 dimensions, but time can not slow down or stop, it is a constant.

No, radioactive decay is the amount of radioactive particles released from an atom during a certain period of time, therefore invalidating it.
But lets say it's the amount of radioactive particles released during the time it takes to travel 6m at 3m/second.

Time might not be real. It's a man made force, and is done multiple ways. One way is how many times a moon goes through it's cycle.
It's like a black hole, but with less support on the theory. You cannot see it, but you can, in a sense, see what it does to the enviroment around it.
When I say that, I mean that there is support on the fact. When you go near something like a super-massive black hole, "time" appears to slow down. As we cannot predict whether this is just something in our minds, or space actually slowing down when it gets to intense gravity, we might never know.

The moon is slowing down in it's orbit due to gravitational effect of earth. Does that mean that time is always slowing down?

Time was generated with human knowledge, so whenever the moon slows or speeds, time will have been modified to work with it.
In a few million years, a day will be 25 - 6 hours.
