It starts with a letter of recommendation from one person. Now each person is set into groups of 5 people, and two people from the group that your recommendation comes from must agree to you being added, then it moves up to the sections, sections are a collection of 3 groups, and two groups, including the one that recommended you must say you're worthy, which means three people from one group other that your initial group must agree, which leads your application being voted on by each person in the steam group collective. If at least 60 percent of the people vote yes, you'll get an invite.
