Which one do you think?

The one that costs more and is higher in the series maybe?

This is just a guess but maybe he means best value for your money.

This, but isn't it sometimes like even though its higher in the series, doesnt necessarily mean its better?
Correct, what elpacco said is not always true. It is true, though, that the 4650 is the better buy.
Name a card that's better than another card that's higher in its series. Name one.

He's going off general objects, not just video cards.

Saying is: Just because it's newer, doesn't mean it's better.
Well I understand the saying, but cards of the same series are released around the same time, which is what I'm getting at. When AMD/nVidia releases a new series of cards, they're going to name the best ones with the higher numbers in the series, so it would never happen the other way around. It probably could happen with other things, but we were talking about video cards so I assumed as much.

@Nevergreen, 8800GT is part of the 8000 series, while the 9600GT is part of the 9000 series. Two different series.

Implying that the 9000 is not higher than 8000?

Also, the 4850 was far superior than it's less well known brother, the 4860.
Sure the 9000 series is higher than the 8000 series, but those are two different series. I wasn't talking about two different series, I was talking about two different cards in the same series.

Also, these people would disagree with you.

8800GT will be at level 1 in the GeForce 8 series, while 9600GT will be at level 2 in the 9 series. So 8800GT is faster than 9600GT.

On with the build, who says you can't get a decent gaming rig with a cheap budget?

Processor
AMD Phenom 9850 Quad core $69.99
CPU Heatsink
MassCool HSF $7.99
Motherboard
Biostar MicroATX $39.99
RAM
G.Skill 2GB DDR2 800 $32.99
HDD
WD Blue 250GB $42.99
ODD
Sony DVD writer SATA $17.99
Graphics
Sparkle GTS450 $109.99
Case
Apex MicroATX case $29.99
PSU
Rosewill 500w $29.99

subtotal $381.91
S&H based on my location is $16.76

Grand total: $398.67

Your shipping location may be cheaper, hopefully

PSU won't be enough for the 450, only supplying 15-16a on the 12v rail with maximum combined wattage of around 350w (3.3v and 5v rails are separate). guess is that it can't even give out 400w combined without crapping out and/or releasing fireworks.

No offense, but shit build is shit.

On the subject of the higher in the series, the better and all that.

The HD5970 kicks the shit out of the HD6870.

First of all, it has two +12v rails
+12v1 @15a
+12v2 @16a
Since there are no dedicated wattage under the +12v rails, you can't determine it's automatically 350w.

The total supplied wattage is 480w, total amperage on the +12v rails is 40a

If it is 350w the total amperage on +12v rails is 29a

In the CM PSU example above, total wattage is 600W with 165w dedicated to the +3.3v and +5v.
600w-165w=435w, but +12v has 480w.

Second, OP has a strict budget of $400 tops and for that amount, you can't expect to have the latest technology. Who does not like a AMD Phenom II or a Intel Core i7. If he has the money of $2000, Do you think I will pick these parts?

Third, can you do any better?

Two separate 12v rails, 15a and 16a respectively. I'm going to assume one rail goes to the processor/motherboard and the other to the graphics card. Even with the 16a rail to the graphics card it can only provide a theoretical 192w, probably even less in practice (lets assume 180w to be safe, same as the 15a rail). The 3.3v and 5v rails can provide 130w combined, which leaves 350w for the two 12v rails (480w - 130w). Split that 350w in half to account for two hypothetically equal rails will result in ~14.58a in both of the 12v rails. As long as he doesn't run Prime95 and Furmark simultaneously there shouldn't be any problems, but the GTS 450 would consume over 160w on its own under load, which would be close to the OCP of the single 12v rail to the card.

TL;DR, fireworks are bound to happen sooner or later.

PSU won't hold for long, 6 months tops. Phenom I's < Athlon II's, it sucks dick, period.

Could you spare $50 more, raise the budget to $450? You could grab a decent Athlon II x4 and a better graphics card that way. Otherwise my build should be enough for most gaming needs.

The 4850 would be enough for pretty much any games out there despite being of the last age (screw DX11), and the X3 445 has a potentially unlockable 4th core. Even if the core was defective you can easily overclock it to 3.5-3.8GHz.

Daniel, do you need to buy a copy of Windows 7? because that's another hundred bucks, just throwing it out there. Unless you want to pirate, but you don't seem like that type.

The build I've came up with falls within your budget of $400 including shipping. If your parents does give you some extra head room, then you will get better parts.

Of course a parent does not want their kids to play games so $400 is enough for a basic machine to do school work, web browsing, etc.

Also that build is invalid as newegg just cranked up that Sony drive by $2 bucks.
