When i try to shut down my pc it takes about 2min-5min to show the shutdown menu. and when shutting down, it takes about the same amount of time (2-5min) to completely shutdown.
This is really irritating, this never happened to me before.

And this problem:
My automatic updates Tab (from sysdm.cpl) won't show up and my PC can't be updated.
P.S. my PC is windows XP sp2.

Scan your computer for viruses, more than likely you're infected since you can't update Windows. Also post a HiJackThis log here so we can help you better.

As a side note, XP SP2 has already reached its EOL, might want to install SP3 for more support and hotfixes.

I tried to install SP3 but it won't update so i can't install it. Sad + i can't even see the Automatic updates icon on my taskbar.

But i'll try to post some results

Try this...

1. Download and install the Microsoft registry permission patch SubInACL
MS download link

2. Open up notepad, copy the code below, save it as sp3reset.cmd, and run it.

Code:
cd /d "%ProgramFiles%\Windows Resource Kits\Tools"
subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f /grant=system=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f /grant=system=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f /grant=system=f
subinacl /subdirectories %SystemDrive%\ /grant=administrators=f /grant=system=f

Note: This will take a long time, be patient. Once it's done, try reinstalling SP3.

For SP3 it's better that you download the stand alone version from MS website rather than installing from Windows Update

Windows XP SP3 stand alone download

For future reference, under your Control Panel, Advanced View, Administrative Tools is the Event Viewer. Any errors with hardware or software are logged here. Most likely the reason that the update was failing would be here. My guess since you had SP2, and were trying to update to SP3 you should have first gone to MS site and installed the newer MSI Installer.

That's just a guess, but your Event Viewer would have logged an error as to why your OS was failing the update.

Ok, everythings fine again...
But one problem.
My PC keeps on shutting down every 5secs. - 5minutes.
I can't log on with it so i'm currently using my dad's laptop.
Do you think this is a virus? Since i haven't downloaded anything since the reformat.
reformatted it 2x already.
Checked the wires inside and they are properly connected.

Follow these steps. This will disable the reboot on failure, and let you see what is causing the error. Make sure to write down the error and post here.

MyComputer | Properties | Advanced | Settings & Recovery | Deselect Reboot on failure

That could be an issue with heat.

Weird, did you extract you the program before running it? Here is what mine looks like.

Maybe your processor is not recognized properly by this program.

Also once you are sure you aren't having heat issues, test your memory.

BTW XSV, I'm on my way to steal your i7.
