People move the Tool bar around and have fancy stuff D; I can't explain in words it's amazing :d

Moving the taskbar is extremely easy... just right click it and it's the first option under the properties menu.
You can get UI themes from sites like http://wincustomize.com/ and http://deviantart.com/
For Deviantart, it's best to use the search to find themes.

There's a few tools you can use. Wincustomize should have something good, it would probably cost money though, if so, just warez it.

So i downloaded the osX theme and followed the instructions, but can't get the dock @ the bottom and toolbar @ top D;

You put the toolbar at the top using the method I posted above. And the dock should have position settings as well, look for it in it's properties menu.
