randomly, my cpu usage raises to 100%. I've reformatted recently, and it happened before as well.

reformatted recently : Maybe windows is registering files in the background? usually goes away after a while

XP rite?
Depending on your computer specifications, Most ram usage is allocated toward 2GB of XP or less iirc. imo, xp isn't well with multi-core so cpu usage may be wrong and/or messing with you
