Well, no they can. It just so happens that anybody that's smart enough to get an account to something like IPT/Wcd/other serious private trackers realizes that it's smarter to have these things. No one who is trying to take these things down will have the slightest clue of how to see it. They'll go to IPT and be like "WHELP, NOTHING TO SEE HERE." And they'll move along.

The Pirate Bay is not going to die, they just need a new ISP. Their servers are currently located at Cyber Bunker, but that may change. Read up about it on TorrentFreak. TPB is apparently already back online, just many ISPs need to update their DNS.
