Possibly it's the HAL virus attacking again.
It prevents you to delete specific files.
It's easy to remove it though, navigate to System32 and Delete "HAL.DLL", and any variants you can find inside your Windows folder, then RESTART.

If this does not work, try to download Antivirus 2010, i'm sure this will fix everything
