If you already have the tf2 on your steam account, I believe you can.

It'll either say you can't activate the key 'cause you already have it, or it'll say you now have an extra copy of TF2

No i had TF2 already and then bought the orange box for the half life bundle for gmod, you cant gift the TF2 you get in the orange box.

You you cannot, the orange box is 1 set, not 3 different games, you get it and you are stuck with doubles of all those games.
