| Because in CVS today I saw DVD's that hold 4.7 gigs, then I wouldn't have to mod mine.

What are you talking about?
DVDs have almost always been 4.7, as long as they have been on the market... it is the standard DVD-5. Very cheap and easy to produce and use.
In fact, even double layered DVDs had become the norm by 2001, and therefor the PS2 is able to play double layered discs that hold 8.5-9 GB.
Older games and smaller games average around 1.5-3 GB. Games with much more content are usually no more than 4-6 GB, and rarely they will get up to 8 GB as the case with MGS 3.

PS2 plays CDs, DVD-5s and DVD-9s.

| The game its self is not always 4.7gb, but the iso image probably is. Like wii games, some are only 500mb, but the iso is always 4.699GB

When a Video game is put onto the cd it looses its book type. It is not -r nor +r. Nintendo decided to make the new wiis do this. Most new virgin wii 4.2 that are on the market cannot play backups from a dvd-r. I dont know if sony did this on ps2, but I like to believe they did it on ps3. You should google for cracked ps2 isos. If anything I would try to see if anyone cracked the protection like they did on the dreamcast.

I don't know why Wii games are exactly 4.7 GB, but that's the only console I know of that does it.
Most PS2 games will be 3-4 GB. There is no "cracked isos" as the copy protection system is completely hardware based -- as far as I know, there are no DVD burners that can read or write the copy protection code that real PS2 discs have.
There are "swap" discs that are basically real PS2 discs with code on them that allows you to swap the disc out for a burned one, though that gets tedious.
Honestly, your best bet is to find a good multicore CPU with an average graphics card, and run the PS2 games on your computer through an emulator. They just made it fast over this last summer.
