For example: if he screws up the packets, the admins of the game might interpret them as attacks on the server. Serious shit might follow.

do you really think they would spend money trying to fuck over some 13 year old for breaking the TOS? you'd get banned, period, that's it, ever.

I actually don't think it's illegal, but they certainly don't want you to do it and will ban you. It's sort of in the grey area.

this is how i understand this:
memory editing = "damaging" your own computer.
filtering/sending packets = "damaging" somebody else's computer (in most cases server)
so... when you memory edit, you're messing with your computer, right? and who said you can't mess with your hardware?
or am I wrong?

Editing the correct memory range and packets don't necessarily harm computers.
