Is there any program that lets me change these settings?
There arent any settings in the power options...
So i would like to use 3rd party programs that are safe?

I want to slow down my CPU usage or slow down the clock rate so that my battery lasts longer.

There is no need as today's cpus will have these features build right in to the processor itself.

So you want to Underclock your CPU???
What processor do you have?

It is done in the Bios...

P.S You really need to change the Mapel part in your name, everyimr someone tries to quote you or have your name in heir post, we get an error....

you could try minimizing the amount of programs running in the background, starting with programs that launch at startup, and turning off your wireless adapter when you're not using the internet.

In vista theres no problem with this because theres power management advanced settings

Any CPU that is not ancient will do this on it's own.

I use it to easily share process's across my quad core, or to boost a process.

Actually thats not really what im looking for.

I want have something that lets me set the Processors Power Management Minimum and Maximum % power usage. This was already added in in vista but not in windows xp. When i lower it, the noise from my laptop wont be as loud.
