This is an old situation but...
When I start up my system, my mouse and keyboard WILL NOT WORK.
F8 won't work, so I can't go safemode.
To you reformat-fags, I can't reformat because I can't log in.
I would do system restore, but again, I CAN'T LOG IN
It pissed me off very badly.
I can't try any methods at the moment because the power supply in that one was used to replace the imploded one with the computer I'm using right now.
And I'm well aware that I need to type better paragraphs.

I am not sure if this is possible, but maybe the mouse and keyboard are too high-tech for the PC?

Anyways, try getting an old-fashion mouse & Keyboard. (or just a different one)

last time i checked, you don't have to log in to reformat.

OK this is currently happening to me same
i just do is
control panel>printer and other hardware,this only works on xp>at the left side it said troubleshoot or something click it>pick keyboard>say yes to usb>skipp untill it say something about device manager

I have a 1990's keyboard and an early laser mouse.
It worked perfectly for my even older computer designed for windows 200 0
