 If you still don't understand, then I'll explain it to you...
 What you're asking us to do is the same as solving this equation:
 y = x+1
 
 Find x or y.
 
 There are infinite y's for infinite x's, ofcourse we can "decrypt" it by using x as a key and then we'll get y, using diffrent x will get us a diffrent y, so find the correct x within infinite possiblities. shouldn't be hard, good luck.

				| Got it. All you had to do was compare the ICTA Cells to the DBV and it returned the ion (idiot's own name) encryption. 
 From there it's a simple case of opening it up in OllyDBG and breakingpointing on LogicalToPhysicalPoint (thank msdn) to return the decrypted message as:
 
 QWxiYW5haW5SZXRhcmQgaXMgYSBjb21wbGV0ZSBmYWdnb3Q=
