with 4 GIG ram and 8600 GT for €479,- good or bad to play gta 4 or the latest games

Then it's ok for a pre build system (Is it pre build?)
If you're building yourself, i suggest you throw in some more to get a HD4850, it's a lot better

8600 GT isn't good enough for modern games, get atleast 8800GTX or 9 Series, also the GAME Engine of GTA IV = Poorly ported to PC, it's not your PC.

I have the Sapphire one, and it's really good
I've got a similar build like the one you posted (Actually pretty much the same) and I can run almost all games I download on highest settings at 1280*1024

Patch 1 and 2 didn't improve anything dramaticly, just supports for hardware and game fixes, still works slow.

use commandline.txt with memory limit and all this crap, and turn shadow thingy to 0 (will work better).
