How do I cheat?

Now please take this question seriously because i want to make sure what am doing is safe.

I got Rogers high speed express and i started to use Cheat Engine 5.4 on firefox. I use cheat engine to speed the process up for personal reasons (basically speed hacking).

I was just wondering if this is increasing the usage limit that i have (60 gig) or it doesn't have any effect.
