net send <IP OR PCNAME HERE> <MESSAGE>

For example:
net send 192.168.1.53 Hoi!

But Windows XP has the net send feature disabled automatically.

Enable the messenger.exe service on the PC's you wish to communicate with. So sender and receiver should both have messenger.exe running as a service.
