I'm planing on building a desktop. I need to it to be 400USD or less. The only qualifications It needs is that it can run Combat arms efficiently.

If you want to put less money into the processor and more into the GPU i suggest the AMD Athlon 64 X2 5000+ (http://www.newegg.com/Product/Product.aspx?Item=N82E16819103211) about half as powerful as the 9600 then you could get an 8800GT or something in that price range, but the 8600GTS should suffice for combat arms (52 fps in HL2 max quality) even though i couldn't find a benchmark for it.

Whatever you do, do not fucking buy an AMD! I do not know perfectly well about what's price worthy in America or what not, so I can only give you this tip:

Intel beats AMD in EVERY POSSIBLE WAY! Price, reability, overclocking, etc.

That's simply not true. Find an intel that beats the phenom 9600 or 5000+ for the price. UnOCed ofc since not all people OC but if you do want to OC then intel would be the way to go.

Okay so Intel is on the winning streak right now, but what does that mean to the rest of us? Bragging right that I've got a Intel cpu?

Well then to make you all bow down in shame, I've got a Xeon quad core: a workstation/server based processor that went on further restriction testing than all of your puny Core 2 Duos and Core 2 Quads combined.
Even that $1k+ Core 2 Shitxtreme can't pass the test of a Xeon as it begs for mercy.


Seriously it does not matter what cpu you got as long as you can do it's job it's will be just fine. So what if you got a AMD Phenom, does that mean you have to hide yourself and be embarrassed about it? Of course not!

When 8800GTX was the king of the hill, I've went with the HD2900XT 1GB and I do know it does not beat the 8800GTX, but I still got it because I like that card (especially the built-in 5,1 surround sound) so I went with it.
So what if it's not better than a 8800GTX, did I get that card just so you can be my friend? No! I got that card because it serves my purpose and it only for me! Not you or anyone else, but me!
As for those that went with an Intel...

Take a look at that AMD Phenom carefully.
It's a quad core!

Intel cheapest quad starts out at $189.99, $179.99 for OEM.
That E5200 is dual core and a weak one to boot.

note: as for the AMD cpus look for ones that ends in a "50"
e.g. xx50. The 50 fixes a bug they had.
