| My keyboard doesn't work until the Windows Loading screen appears. Meaning I can't press "F8" to get into config > Safe Mode.

you dont press F8 you press F10
press a bunch of times until a page pops up instead of loading screen then use arrow keys to scroll up to safe mode with networking. that one has internet, but no sound none of them have sound  |
no...you press f8. and if it's a usb keyboard then that's probably why.

Do you have a keyboard with a "F-Lock" feature? If so, try hitting that button first. Otherwise try finding an older keyboard that a Windows Generic diver would work for.

Go into the bios and enable USB support under DOS or USB Keyboard and/or Mouse support.

Browse. Find. Do what he said. Else, get a PS/2 Keyboard.
Not all BIOS are the same. If you know it, do a google search.

If USB then plug into mother board USB, no HUB or PCI Slot USB's...
