Okay i have a Q6600, and it used to be at like 35C running Linux...
Now i switched to Vista and it is around 60C. I understand WHY it is that high ( my CPU load is never under 25percent 24/7 365 days a year )... But i am wondering if it is safe, should i get a new fan for my CPU etc?

It's safe up to 90. Stable up to 70.
I think the temp you got from linux was wrong.
You can't have 35 with an Q6600 with original fan.

Well, the air temperature is around... ( does conversions )... 20C, so it is possible for it to be as low as 20C. It is in the Antec 900 case 
Also, do you think it is safe for it to be at 25 percent load minimum 24/7 *365?

Mines does. Even at 3GHz (at stock voltages though, so that probably explains it).
You should test your computer at 100% load, or playing a game (I found Crysis, even at 25% CPU usage, makes my temperatures higher than synthetic benchmarks which use 100% of my CPU). Right now, I'm just over 30% CPU load (F&H), and my 4 cores average 45C. You might want to clean the heatsink/fan out.

Well, if you want to cool down your comp, remove the casing so you can work the inside. Locate the fans and remove the shafts that air is supposed to go into.
Put casing back on.
Install Speedfan, enjoy.

It's still a pretty good temperature. But if you had the choice to keep it as low as it can, go for it, in case you want to overclock later.

no
70 is a warrant for panic, let alone 90. And yes, 35c is very possible on stock cooling, assuming your room isn't an inferno and you applied thermal paste well.
Go see what your BIOS thinks about the temps. If it's sitting that hot idle, there is something very wrong.

| Temperature diodes are nowhere close to being accurate. Also with Core2 CPU's you have to use Intels TAT program to get an accurate reading. Use that to check the temp then report back.
