Call your ISP. Whenever I get to 75% of my monthly limit my browser pops up a notice. I check mine on my ISPs site. ( I use Rogers)

how do you acquire discs for stuff liek that?

best = limited? (Since you might host a server or something?)
My downloads = 500kb/sec max
is that good?

Mine are nearly 1MB/S, but 500kb/s is better than most people I know, so I'd say you're good.
