They probably were skating before the camera came on. You can tell because the camera is on as they're walking towards him. He probably told them that they weren't allowed, but, because they're ignorant shits, didn't listen.

Again, listen to what they said at the beginning, one of the kids apologizes cause the other guy didnt hear him due to his ipod playing, the cop could of reacted nicely, but due to his fatness, and being all emo about his FATNESS, he did what he did.
