So people can access my pc when I host a server for e.g. Counter Strike or Maplestory

Had you said that in the first place, we could have helped you much better. The second router is completely unnecessary, use it as a switch only if need be. Use one router, and simply forward the port that the server program uses, to the IP of the server. Much simpler, and just as secure.

Yes you should be able too i would think.
But the Ip would be that of a network ip instead of the local maybe?

No you cant. And if you do live in a house/place... Do the following.

Through the second router out!

Port Forward on 1! router!!

Set a great WPA key... so not a soul can access it wirelessly.

Then to answer your question, no you won't be able to access the router's admin panel, you're going to go through hell getting it all to work properly, and you'll have some added latency from throwing in a second NAT for no reason. Once again, residential routers are not designed to work in the way you're describing.
