Boot up in safe mode and if the Administrator account dosen't have a password use it then change the password on the account you forgot.

Do you have a blank floppy, a floppy drive on both the effected computer and a floppy drive on an alternate working computer?
If you don't, you can still recover your password if you have a CD burner on a working computer and a CD drive on the effected computer, but it'll be a bit more complicated. Report back here with your answer while I look for a certain e-mail I need to help you recover your password.

You still can't logon! Listen to the problem.
Safe mode doesn't magically remove the password.
You can however bypass it using one of several bootable utilities and remove the password direct from the security accounts manager.
Because windows isn't loaded in any form at that stage, no permissions/restrictions are applied. Yes the files are still protected by a simple encryption but you don't have the retrieved the password merely take it away

He can't logon!!! How tf can he logon to then remove the password from his own account? This topic is assuming he is either using the built-in admin account already or doesn't have access to it.
Both ways equals no go.

If its a pre-built machine, more likely than not it will.
Usually the built-in local admin account is not the one you logon as, as its hidden. The only time it will be visible is when there are no other user accounts present or you boot into safe mode. But I very much doubt that will help him, the usual odds aren't too great of this working.
