Andrew, if I understand this correctly, your brother's pc runs fine...the internet loading is fine...but your's isn't?
Try going to the command prompt and typing the following (Start -> Run -> Type "cmd" without quotes):
netsh winsock reset
Then this one:
ipconfig /flushdns
Restart the PC. Search the web for TCP optimizer and download and run it (its free). Alternatively cybertweak program does the same thing, and is also free.
Adjust the slider to match what your rated internet connection speed is then choose 'optimal' settings from the bottom-right choices.
Apply/save the config.
Restart the PC again, let me know how it changes.
If its no different, and the problem has only just really started then you may have a malwire/virus infection. Or at least some damage left-over from a previous infection. In which case download 'HiJack This', search google for it. Its free. It will create a log file when you run it. If you PM this log to me, I will have a skim through it when I have time and let you know if there is anything bad running on your PC.
