Lol why isn't your account an administrator itself?
I'm administrator of my 32bit vista ultimate and haven't encountered a single program so far that didn't work,

well except for Asda Story but that's just a crappy cheap MMORPG that sucks and is coded badly

Going into Control Panel and search for "UAC"

It's a joke. He meant the User Account Control, which is a pop-up that prompts after double clicking an application.
