First one. And I don't know exactly what you mean with the yes or no. Cuz it could be a real yes or no, or you have morals and don't want to tell me the second one. But I was going for the first one. I don't really know what, but I'm sure I could tweak something to my need.

| Doubt you can mess around with hardware via a program. I never heard of something virtual controlling something physical.

| Drivers don't physically move your device... For example, a mouse driver cannot control your physical mouse to move on the mousepad.

NO SHIT. It doesn't have wheels. But you can control stuff with drivers like opening a CD drive.

Really, I was thinking of overclocking my CPU. I wanted to make a program to overclock and unclock(?) my CPU.

If it's a prebuilt computer, it's likely impossible regardless.
Otherwise, just bumping up clock speed will only limit you in the game of overclocking. If you want the most out of it you'll need to do it yourself..

Yeah, and Microsoft has made it a hell of a lot easier for us programmers--just call that, and boom.
No nasty assembly, not popping off the case, none of it, just call that method. =P
