While playing some flash games I usually have to put it on low quallity to get about 12-13 fps.
How could I play on high quality with 13 or more FPS???

Honestly people shouldn't be such pricks for no reason.

My computer does suck to an extent.
I only have 256 RAM.Thats pretty sad.

But are their any tricks to do it???

Your computer sucks taint, you have 2 options, lower the quality and live with it, or upgrade. It's as simple as that.

you could of course upgrade your system.
it could also be your internet connection, you can upgrade to a new connection.
if you get internet through a USB converter, then make sure you got USB 2.0, otherwise your internet connection will be bottlenecked by the crappy USB.

my sister for example, has a 18 mb/s internet connection (shared with mine through a router) but uses a converter and crap USB 1.0, which brings it down to about... 1mb/s

Go to run, type msconfig, now go to startup tab, tick everything you don't need/use. And make sure you don't have a wallpaper right now.
